Amends Arizona Revised Statutes sections 43-1501, 43-1504, 43-1601, and 43-1603 regarding school tuition organizations (STOs).

Expands the definition of "qualified school" to include "quality preschool programs" that are accredited by national early childhood organizations or rated at quality level three or higher by the Arizona Early Childhood Development and Health Board.

Allows students who received scholarships to attend quality preschool programs to continue receiving scholarships for kindergarten and subsequent years, with an exception that preschool scholarship recipients cannot use grants for kindergarten in the following year.

Sets the initial 2021 scholarship limit for quality preschool programs at the 2020 limit for preschools serving students with disabilities plus $100, with annual increases thereafter.

Requires STOs to use at least 90 percent of contributions for educational scholarships and tuition grants, with specific eligibility criteria and prohibitions on donor designation of individual beneficiaries.
