Amends the definition of noncredit courses to distinguish between noncredit courses offered for workforce training purposes and those that are not.

Noncredit courses offered for workforce training purposes become eligible for calculation toward full-time equivalent (FTE) student enrollment for state aid funding purposes.

Defines "noncredit courses offered for workforce training" as those aligned with state-approved career and technical education areas, statewide eligible training provider lists, local workforce development board funding, or community college-business partnerships.

Requires noncredit workforce training courses to be counted using the same 640 clock hours calculation method as skill center and adult basic education courses for FTE enrollment purposes.

Removes language requiring audits of FTE enrollment to begin in 2016 and makes the audit requirement ongoing.
