Amends Arizona Revised Statutes Section 26-303 to establish that a proclaimed state of emergency automatically terminates 14 days after proclamation unless the governor calls a special legislative session before the 14th day, or earlier by gubernatorial proclamation or concurrent legislative resolution.

Clarifies that emergency powers granted to the governor are limited to the duration of the state of emergency and do not extend indefinitely without legislative action.

Preserves the governor's and adjutant general's emergency authorities during an active state of emergency, including command of state agencies and resources to address emergency conditions.

Adds constitutional protections stating that emergency powers cannot be used to impose restrictions on lawful possession, transfer, sale, transportation, or use of firearms, ammunition, or ammunition components.

Permits the adjutant general to incur obligations up to $100,000 per emergency without a formal state of emergency proclamation if authorized by the governor and circumstances warrant emergency response.
