• Directors serve staggered four-year and two-year terms, with vacancies filled by board appointment; board members may receive up to $75 per meeting attended plus travel expense reimbursement for up to four meetings per month.

• Grants the elected district board authority to enter contracts, hire staff, adopt regulations, and manage district finances and improvements; allows the board to charge costs of boundary changes to successful petitioners.

• Subjects districts with appointed initial board members to county board of supervisors budget approval and veto authority; permits county supervisors to revoke elected board authority at any time to protect district residents and restore county governance.
