Repeals existing restrictions on initiative and referendum petition descriptions and replaces them with a new process allowing political committees to submit proposed measure descriptions to the Attorney General for pre-approval before submitting petitions.

Modifies circulator registration requirements for statewide initiative and referendum measures, including expanded disqualification criteria and requirements for notarized affidavits from circulators.

Updates ballot language requirements to ensure descriptive titles are prominently posted on the Secretary of State and Attorney General websites at least 30 days before ballots are printed, with copies provided to measure committees.

States legislative intent to restore the people's reserved powers to legislate through initiative and referendum as guaranteed by the Arizona Constitution.
