Overrides any conflicting provisions in condominium documents or other restrictions that would prevent declaration amendments by majority vote.

For planned communities, requires at least one board member serve on design review and architectural committees as chairperson.

Establishes procedures for security deposits on new residential construction projects, including trust account requirements, formal on-site reviews, and timelines for deposit refund or retention based on construction compliance.
