Amends Arizona Revised Statutes section 36-1606 to add overnight hour restrictions on the use of permissible consumer fireworks.

Prohibits the use of permissible consumer fireworks between 10:00 p.m. and 8:00 a.m. on all days in both counties with populations over 500,000 and counties with populations under 500,000.

Maintains existing state preemption over fireworks regulation while allowing local jurisdictions to impose additional restrictions consistent with NFPA 1124 standards.

Preserves existing permitted sale dates (April 25-May 6, May 20-July 6, December 10-January 3) and use dates (May 4-May 6, June 24-July 6, December 24-January 3) for permissible consumer fireworks.

Retains local authority to regulate fireworks sales, prohibit use in fire-restricted areas and preservation lands, and enforce signage requirements as specified in state law.
