Amends Arizona Revised Statutes Section 12-820.05 to clarify immunities for public entities and public officers regarding tort liability.

Changes statutory language from "shall be construed to" to "does not" affect other rules of tort immunity regarding public entities and public officers.

Maintains existing immunity for public entities from liability for criminal felonies committed by public employees, unless the entity knew of the employee's propensity for that action, with an exception for motor vehicle operation.

Preserves immunity for public entities when public officers provide emergency care gratuitously and in good faith, unless the officer is guilty of gross negligence.
