Amends section 15-913.01 to clarify that county jails must offer education programs to prisoners age 21 or younger without a high school diploma or GED.

Allows counties to operate jail education programs through accommodation schools at 72 percent of the standard funding rate, or through a separate county jail education fund.

Establishes funding mechanism with a base amount of $14,400 plus a variable amount based on days of instruction provided and pupil attendance.

Provides differential funding for pupils with disabilities, with amounts adjusted by prescribed growth rates and subject to legislative appropriation.

Appropriates $114,000 from the state general fund in fiscal year 2021-2022 to the superintendent of public instruction for distribution to county school superintendents for county jail education programs.
