Appropriates $300,000 from the state general fund in fiscal year 2021-2022 to the Arizona health care cost containment system administration (AHCCCS).

Requires AHCCCS to engage an independent consultant with actuarial expertise to study current outpatient behavioral health rates in the managed care fee-for-service schedule.

Consultant study must analyze inflation since 2001, including employee and contractor salaries, minimum wage requirements, and employment-related costs, capital, overhead, and fixed costs.

Consultant must deliver final report to AHCCCS by July 1, 2022, including actuarially sound rates by code and provider type to rebase the managed care outpatient behavioral health fee schedule.

Section repeals December 31, 2022.
