Establishes a school health program within the Department of Education to support placement of school nurses and school psychologists on school campuses.

Allows school districts and charter schools to apply for up to three fiscal years of funding by submitting program proposals by April 15, including detailed descriptions of health needs, implementation plans, evaluation methods, confidentiality and parent notification policies, and referral procedures.

Requires the Department of Education to review proposals in cooperation with school administrators, teachers, parents, and medical professionals, and to prioritize proposals from districts and schools sharing costs.

Directs the Department of Education to submit annual reports by November 1 to the President of the Senate, Speaker of the House, and Governor detailing program activities, participants, and impact data from participating schools.

Program sunsets on July 1, 2031, and appropriates an unspecified amount from the state general fund for fiscal year 2021-2022 to administer the program.
