• Requires all school districts and charter schools to provide medically accurate, age-appropriate sex education instruction from kindergarten through grade 12, including instruction on sexual conduct laws for grades 7-12.

• Mandates sex education curriculum include instruction on physical/emotional changes, consent, personal boundaries, contraception methods, protection against STIs, and support resources for vulnerable populations including LGBTQ and disabled students.

• Requires schools to make sex education materials available for parental review and allows parents to request in writing that their child be excused from instruction without disciplinary or academic penalties.

• Establishes that sex education instruction cannot discriminate based on sex, race, ethnicity, national origin, disability, religion, sexual orientation, gender expression or gender identity, and requires inclusion of students with disabilities with appropriate accommodations.

• Requires state board of education to designate minimum qualifications for sex education instructors and develop guidance for answering student questions in a medically accurate, evidence-based manner.
