Establishes a transgender equality task force consisting of 12 members including directors from nine state agencies (insurance, economic security, health services, child safety, corrections, industrial commission, etc.), the attorney general, superintendent of public instruction, and executive director of the Arizona board of regents.

Adds four public members appointed by legislative leadership and the governor: a physician specializing in transgender health, a transgender individual, a parent/guardian of a transgender individual, an attorney specializing in transgender rights, and a representative from a social service agency serving transgender individuals.

Directs the task force to assess legal and societal barriers to equality for transgender individuals and provide recommendations in seven areas: health care, long-term care, education, higher education, housing, employment, and criminal justice.

Requires the task force to submit a report with recommendations to the governor, legislature, and secretary of state on or before December 31, 2021.

Task force is repealed September 30, 2022.
