Establishes state policy prohibiting contracts with entities that promote or tolerate discrimination or civil rights violations.

Prohibits government agencies from contracting with businesses that discriminate against employees or customers based on race, color, creed, religion, ancestry, gender, marital status, sexual orientation, gender identity or expression, physical or mental disability, national origin, or age.

Applies to government contracts valued at $25,000 or more and subcontracts valued at $10,000 or more under larger government contracts.

Requires government agencies to amend procurement procedures and include binding nondiscrimination agreements in all contracts entered on or after the effective date.

States that the section is not affected by narrow federal executive branch interpretations of existing federal antidiscrimination protections.
