Establishes the search and rescue equipment grant fund to provide grants to law enforcement agencies, fire departments, and fire districts for purchasing search and rescue equipment, including water rescue devices.

Fund consists of legislative appropriations and gifts, grants, and donations from public or private sources, administered by the division.

Division may use up to 10 percent of fund monies for administrative costs.

Appropriates $1,000,000 from the state general fund for fiscal year 2021-2022 to the newly established fund.

Exempts the appropriation from lapsing provisions, allowing unspent funds to carry forward.
