Requires the state board of education to include mental health instruction in all health education courses under Arizona's course of study and competency requirements.

Mental health instruction may be integrated into existing health courses or other courses and must address the connection between physical and mental health, social-emotional learning, and health-promoting attitudes and behaviors.

Mandates the state board of education consult with mental health experts, including representatives from the department of health services, when adopting mental health instruction requirements.

Requires consultation with mental health advocacy organizations based in Arizona and the department of education during the adoption process.
