Establishes the Arizona Conference on Children and Youth Committee with 27 members including state legislators, governor's representatives, and nonprofit organization representatives appointed by the governor.

Requires the committee to hold a statewide conference by December 15, 2021, with diverse attendance reflecting urban, rural, and historically marginalized populations.

Directs the committee to examine policy issues affecting children including early childhood development, health care, child welfare, poverty, food insecurity, and racial inequities.

Mandates submission of a final report with findings, policy proposals, and legislative recommendations to the governor, superintendent of public instruction, and legislature by December 31, 2021.

Committee members receive no compensation and the committee automatically repeals on June 30, 2022.
