Amends Arizona Revised Statutes Section 48-3902 to specify powers and duties of county free library district boards of directors.

Board of directors may offer services including making information, technology and resources available to patrons; providing spaces for studying, researching, reading and learning; and offering educational and informational programs for all age groups.

Board of directors may provide literacy promotion programs for all age groups with emphasis on early literacy, school readiness, adult literacy, digital literacy and workforce development.

County boards of supervisors may enter into contracts with other counties to provide library privileges and services to residents of those counties on agreed terms and consideration.

Establishes that establishing a county free library district does not prevent counties from continuing existing library service contracts with other counties, though contracts may be terminated by mutual agreement.
