Establishes a produce incentive program within the Department of Economic Security to provide matching funds for SNAP enrollees purchasing Arizona-grown fruits and vegetables at farmers markets, farm stands, grocery stores, and other SNAP-authorized retailers.

Authorizes the department to provide up to $20 per participating SNAP-authorized site per transaction to match SNAP purchases of eligible Arizona-grown produce (fresh, canned, dried, or frozen fruits and vegetables without added sugars, fats, oils, or salt).

Appropriates $1,000,000 from the state general fund for fiscal year 2021-2022 to implement the produce incentive program.

Requires that state appropriated monies be matched by federal, local, or private funding sources (including in-kind contributions) before being spent.

Makes the appropriation exempt from lapsing provisions and designates it as ongoing funding for subsequent fiscal years.
