Establishes a braille transcriber training program within the Arizona Department of Corrections to provide vocational training to inmates in braille transcription.

Requires the department to award a grant to a nonprofit service provider (exempt under 501(c)(3)) that has provided braille transcription services and training programs in Arizona for at least 10 years.

Service provider must provide oversight of braille embossing equipment and production, technical support for software, and transition support for inmates discharged from prison.

Service provider must submit annual reports documenting number of participating inmates, certifications awarded, transition support response rates, transcribed titles, and professional development activities.

Appropriates $250,000 from the state general fund for fiscal year 2021-2022 to fund the program, which terminates July 1, 2031.
