Modifies Arizona Revised Statutes section 46-219 to allow persons convicted of felony drug offenses involving distribution, use, or possession of controlled substances to be eligible for supplemental nutrition assistance program benefits.

Removes previous requirement that applicants meet at least one of five specific criteria (substance abuse treatment completion, enrollment status, medical determination of no need for treatment, or probation compliance).

Eliminates the prior requirement that persons convicted after August 22, 1996 must agree to random drug testing to maintain eligibility.

Removes the statutory reference to section 13-3418 as a limiting factor for program eligibility.
