Prohibits health care services plans from subjecting antiretroviral drugs prescribed to treat or prevent HIV/AIDS to prior authorization requirements, step therapy, or other protocols that could restrict or delay dispensing.

Amends Arizona Revised Statutes section 20-3402 to add the HIV medication restriction to existing prior authorization exceptions for emergency services and medication-assisted treatment.

Amends Arizona Revised Statutes section 36-2907 to apply the same antiretroviral drug restriction to medications covered under Arizona's Medicaid program (AHCCCS).

Ensures immediate access to HIV prevention and treatment medications without administrative delays that could impact patient health outcomes.
