Amends Arizona Revised Statutes Section 28-4504 regarding the motor vehicle dealer enforcement fund.

Changes the fund from being subject to legislative appropriations to being continuously appropriated.

Maintains the fund's composition of civil penalties collected from licensed or unlicensed motor vehicle dealer violations.

Requires the Department to deposit unexpended and unencumbered monies exceeding $250,000 at the end of each fiscal year into the state highway fund established by Section 28-6991.
