Establishes a technology-based school readiness pilot program for fiscal years 2021-2022 and 2022-2023, administered by the Arizona Department of Education.

Program must be delivered in children's homes by a 501(c)(3) organization, covering reading, mathematics, and science content aligned with Arizona and national early learning standards.

Eligibility restricted to children residing in rural school districts or within Indian reservation boundaries where site-based early learning may not be readily available.

Includes provisions for installing computers or home internet service for low-income families, parental engagement in English and Spanish, and academic growth evaluation measures.

Appropriates $2,000,000 from the state general fund in fiscal year 2021-2022; unexpended funds revert to the general fund on July 1, 2023; entire program repeals December 31, 2023.
