Requires written parental permission before students in sixth grade and above can receive sex education instruction; students without permission are excused from the instruction.

Prohibits sex education instruction before sixth grade but mandates child abuse prevention education for kindergarten through fifth grade, including identifying dangerous situations, personal boundary violations, and how to seek help.

Requires sex education and HIV/AIDS instruction to be medically and factually accurate, emphasize biological sex (not gender identities), and promote monogamous marriage.

Mandates schools post visible signs in English and Spanish with child abuse hotline numbers, emergency instructions, and information about reporting abuse to the Department of Child Safety.

Appropriates $415,000 to the Department of Education in fiscal year 2021-2022 for school districts and charter schools to develop child abuse prevention education and training programs.
