Changes the article heading in Arizona Revised Statutes Title 9, Chapter 5, Article 8 from "Use of Public Highways by Wireless Providers" to "Use of Public Highways and Private Property by Wireless Providers"

Prohibits authorities from unreasonably delaying, preventing, or increasing the cost of installation, maintenance, or use of antennas on private property under the antenna user's exclusive control

Prohibits authorities from preventing reception of acceptable signal quality for qualifying antennas

Applies only to antennas no larger than one meter in diameter designed to receive video programming via broadband radio service or receive/transmit wireless signals other than via satellite

Does not apply to antennas that transmit or receive signals to and from multiple customer locations
