Increases earned release credits for prisoners convicted of drug offenses from three days per seven days served to five days per six days served, if they complete a substance abuse treatment or educational program and are not serving sentences for serious, violent, or dangerous crimes against children.

Establishes a tiered earned release credit system: one day per six days for all eligible prisoners, with additional credits (up to five days per six days) available based on offense type and program completion.

Removes the functional literacy requirement as a barrier to release on earned release credit dates; instead, prisoners can be released to the transition program while enrolled in literacy programs.

Requires the Director of Corrections to notify victims within 30 days when a prisoner qualifies for earned release credits under the new provisions.

Modifies reporting requirements to include monthly data on earned release credits earned by institution, earned release credits forfeited with reasons, and success rates for transition program participants at six-month, one-year, two-year, and three-year intervals.
