Amends Arizona Revised Statutes Section 41-1514.02 to add biomass processing into forestry industry products as a qualifying activity under the environmental technology assistance program.

Expands the definition of qualifying environmental technology facilities to include operations that process biomass into forestry industry products, alongside existing categories of solar/renewable energy products and recycled material processing.

Facilities processing biomass into forestry products must meet the same requirements as other qualified environmental technology manufacturers, including $20,000,000 minimum capital investment within five years and compliance with environmental regulations.

Allows biomass-to-forestry-products facilities to potentially qualify for tax incentives and economic development assistance administered by the Arizona Commerce Authority, subject to employment goals and reporting requirements.
