Amends section 9-835 Arizona Revised Statutes to remove the December 31, 2012 deadline for municipalities to establish licensing time frames for existing ordinances and codes.

Adds section 9-835.01 requiring municipalities to issue building permits for single-family dwellings within seven business days of receiving an administratively complete application if construction documents and water service for fire suppression are approved.

Establishes a temporary building permit mechanism allowing applicants to commence construction immediately if the municipality fails to issue a building permit within seven calendar days, with the official permit issued as soon as practicable.

Prevents municipalities from issuing fines or penalties for construction commenced under a building permit or temporary building permit and prohibits municipalities from prioritizing applications subject to section 9-835 over other applications.

Allows municipalities to adopt reasonable regulations for certificates of occupancy and retain the right to require correction of life and safety hazards or non-compliant construction before occupancy approval.
