Requires the governor to report to the legislature at each session all judgments rendered against the state that have not been previously reported.

Requires the legislature to approve by joint resolution, signed by the governor, any settlement by way of a consent decree if the consent decree requires an appropriation or a statutory or administrative rule change at the time of the proposed consent decree or in the future.

Authorizes the director of the department of administration to draw a warrant for payment of a judgment upon presentation of an authenticated copy of the judgment and approval by the attorney general.

Prohibits the director of the department of administration from drawing a warrant until the legislature appropriates funds for the judgment.
