Clarifies photograph and video restrictions within the 75-foot limit to prohibit recording other voters or ballots, but permits individuals to photograph themselves, their own ballots, or election workers.

Revises polling place designation timelines and emergency designation procedures, requiring the county recorder or officer in charge of elections to post online lists of polling places with emergency designations and specify reasons for such designations.
