HB 2726 - Unclaimed Property Locators; Registration

• Establishes a veteran housing trust fund administered by the director, funded with $1,000,000 annually from unclaimed property revenues, to support housing projects and rental assistance for homeless veterans including tiny home communities.

• Requires locators seeking unclaimed property account information from the department to register with a fee and meet eligibility requirements, including not having been convicted of felonies involving dishonesty, fraud, or breach of fiduciary duty within the preceding ten years.

• Permits the department to provide searchable unclaimed property account information (including owner names, addresses, property types, values, and holder details) to registered locators upon written request and payment of a department-determined fee.

• Changes agreements between owners and locators from being void to enforceable if they meet specific requirements: written form, list account numbers, describe services, are signed by the claimant, and state property values before and after fees, with maximum fees capped at 30 percent of recoverable property value.

• Establishes a locator registration fund from registration and renewal fees (valid for four years) to be continuously appropriated for monitoring locators under the unclaimed property chapter.
