Allows school districts and charter schools to compute base support level funding using the greatest weighted student count from fiscal years 2018-2019, 2019-2020, 2020-2021, and 2021-2022 (whichever is highest) for both fiscal years.

Applies the same maximum weighted student count methodology to career technical education districts for fiscal years 2020-2021 and 2021-2022.

Requires charter additional assistance and district additional assistance to be computed using the greatest student count from fiscal years 2018-2019 through 2020-2021 for FY2020-2021, and through 2021-2022 for FY2021-2022.

Mandates that students receiving distance learning instruction under Executive Order 2020-41 be funded at the same rate as in-person students, rather than as Arizona online instruction students, for fiscal year 2020-2021.

Takes effect retroactively from June 30, 2020, and is designated as an emergency measure.
