Amends Arizona Revised Statutes Section 16-241 to allow independent voters (those registered without a political party designation) to participate in presidential preference elections by selecting and voting on the ballot of a political party of their choice.

Presidential preference election remains scheduled for the Tuesday immediately following March 15 in presidential election years, unless the governor issues a proclamation to move it to a later date (with at least 180 days' notice).

Specifies that independent voters can express their preference for a presidential candidate by selecting that candidate's political party's ballot at the election.

Presidential preference election shall be conducted using the same procedures as primary elections under Arizona law, with all applicable election laws governing registration, qualifications, and voting requirements.

All election offenses and penalties under state election law apply to presidential preference elections.
