Establishes a moratorium on construction of new wells in the upper San Pedro groundwater basin and Verde Valley groundwater subbasin, effective on the bill's enactment date.

Prohibits the Arizona Department of Water Resources from issuing permits or drilling cards for new wells in these basins, with limited exceptions.

Allows replacement wells to be drilled under rules established by the department director.

Exempts wells that the director determines will not pump the subflow of a river system or other water source.

Exempts wells constructed after the conclusion of the general adjudication of water rights in the Gila River.
