Establishes a broadband and fiber optic services study committee consisting of 3 House members appointed by the Speaker (with one designated as chairperson) and 2 House members appointed by the minority leader.

Committee shall assess broadband and fiber optic service status by examining access issues, communities with insufficient service causing economic or social impacts, franchise compliance problems, need for competitive service, and affordability and adequacy of services.

Committee must consult with state policy experts for recommendations on prioritizing resources to communities needing new or increased broadband and fiber optic services.

Committee shall submit a report with findings and recommendations to the Speaker of the House and Secretary of State on or before December 31, 2021.

The committee and this statute are repealed September 30, 2022.
