Allows automatic voter registration when applying for or renewing a driver license at the Department of Transportation, including nonoperating identification licenses and address changes, unless the applicant declines within 21 days.

Permits voter registration during the 28 days immediately preceding an election and on election day itself for those meeting residency requirements (29+ days in county and precinct).

Requires election-day and late registrants to vote using provisional ballots and limits their voting to federal offices, statewide/countywide offices, and legislature, with no voting in partisan primaries until 29+ days after registration.

Requires the county recorder to notify applicants of the automatic registration process and the option to decline, with the person presumed registered if declining notification is not received within 21 days.

Directs the Department of Transportation and Secretary of State to adopt rules implementing the automatic voter registration system while protecting driver license information confidentiality.
