Removes provisions allowing magistrates to authorize unannounced entry to execute search warrants when announced entry would endanger safety or result in evidence destruction.

Requires uniformed peace officers to provide audible notice of their authority and purpose before executing a search warrant, which must be reasonably expected to be heard by occupants.

Requires peace officers to provide a copy of the search warrant to the person being searched or the property owner after entering and securing the location but before conducting any search or seizure.

Limits warrant execution without announced notice to situations where occupants do not respond within a reasonable time after notice is given or refuse admittance, removing the exception for magistrate-authorized unannounced entries.
