Amends Arizona Revised Statutes Section 28-3413 regarding traffic survival school licensing requirements.

Requires traffic survival school courses to be offered and completed in person, prohibiting online instruction as the default.

Allows online courses only during a declared state of emergency when the department determines in-person courses cannot be safely offered.

Maintains existing licensing requirements including location, equipment, instructor qualifications, insurance, and character/reputation standards for operators.

Requires applicants owning 20 percent or more of a traffic survival school entity to provide a valid fingerprint clearance card.
