• Establishes an exemption from emissions inspection requirements for collectible vehicles that are at least 15 years old (or of unique/rare design) and maintain special collectible vehicle or classic automobile insurance coverage.

• Requires retail purchasers of collectible vehicles to obtain collectible vehicle or classic automobile insurance coverage before delivery of the vehicle from a dealer, as an alternative to passing emissions inspection.

• Directs the department to cancel vehicle registration and emissions testing exemption if an insurer notifies the department of cancellation or nonrenewal of collectible vehicle insurance coverage, unless proof of new coverage is provided within 60 days.

• Defines "collectible vehicle" as a vehicle maintained primarily for car club activities, exhibitions, parades, or private collection with limited use, and with insurance restricting mileage or use requiring another vehicle for personal transportation.

• Requires dealers in areas A and B to ensure vehicles pass emissions inspection before delivery to retail purchasers, with the collectible vehicle insurance option providing an exception to this requirement.
