Specifies that agencies have thirty days to submit statements responding to council reviews addressing whether practices constitute unauthorized rules or meet legal requirements.

Designates that council decisions to void or modify agency practices, policies, or rules are not subject to judicial review except through separate declaratory relief proceedings.
