Amends Arizona Revised Statutes sections 32-1127 and 32-1162 to clarify that a qualifying party's responsibility for licensee violations applies only for licensure regulatory purposes, not personal liability.

Specifies that qualifying parties and persons named on contractor licenses are not personally liable for violations of Title 32, Chapter 10 committed by the licensee during their tenure on the license.

Exception: A licensee operating as a sole proprietor may be personally liable to the registrar for enforcement purposes, including subrogation proceedings.

Modifies statutory language to use gender-neutral terminology ("the person's" instead of "his") in sections addressing qualifying party duties and conflicts of interest.
