• Permits bars, beer and wine bars, liquor stores, and restaurants to deliver spirituous liquor off-premises through registered alcohol delivery contractors, with delivery required between 6:00 a.m. and 2:00 a.m. on the same business day.

• Allows restaurants to lease mixed cocktail off-sale privileges from bar and liquor store licensees through December 31, 2025, with a department-set lease amount, then transition to a permit system beginning January 1, 2026.

• Enables restaurants to lease off-sale privileges from bar, beer and wine bar, and liquor store licensees for beer, wine, and distilled spirits sales, with off-sale revenue capped at 30% of total spirituous liquor sales.

• Requires all spirituous liquor containers delivered off-premises to be tamper-proof sealed and conspicuously labeled; establishes registration and oversight of alcohol delivery contractors by the Department of Liquor Licenses and Control.

• Makes technical amendments to liquor licensing definitions, adds "menu food item" and "mixed cocktail" definitions, and applies retroactively to July 1, 2020 regarding bitters product exemptions.
