Repeals section 31-229.02, Arizona Revised Statutes, which previously required inmates to achieve functional literacy as a condition of release.

Increases earned release credits for prisoners convicted of drug possession or use offenses from 3 days per 7 days served to 11 days per 4 days served if they complete a drug treatment program and have no prior violent felony convictions.

Establishes new earned release credit schedules: 1 day per 1 day served for dangerous offenses under section 13-704, and 2 days per 1 day served for other offenses or probation/community supervision revocations.

Removes the functional literacy requirement as a bar to release on earned release credit date, though inmates may still be directed to literacy programs while in the transition program established under section 31-281.

Requires the director to submit annual reports to state leadership detailing earned release credits earned and forfeited, and quarterly reports on prisoner populations eligible for earned release credits and transition program participation.
