Adopts the "Agreement Among the States to Elect the President by National Popular Vote" as Arizona law by adding Chapter 9 to Title 16, Arizona Revised Statutes.

Agreement takes effect when states with a cumulative majority of electoral votes (270 or more) have enacted it in substantially the same form.

Requires each member state to conduct a statewide popular election for president and vice president, then appoint electors based on the nationwide popular vote winner rather than state-level results.

Chief election officials in member states must determine the national popular vote total across all participating states and designate the presidential slate with the largest national popular vote total as the winner.

Agreement terminates if the Electoral College is abolished and allows states to withdraw except during the six months preceding the end of a presidential term.
