Establishes an aggregate annual contribution limit of $5,610 for individuals to state and local candidate committees and political action committees combined.

Adds new contribution limits for candidate committees accepting contributions from political action committees (non-party): $10,020 for local offices, $16,150 for legislative office, and $100,110 for statewide office.

Establishes contribution limits for candidate committees accepting contributions from political parties: $10,020 for non-statewide offices and $100,110 for statewide offices.

Eliminates partnership contributions in the name of the partnership and requires partnership contributions to be attributed to individual partners with written notice to recipient committees.
