• Amends Arizona Revised Statutes section 16-542 to require that county recorders and election officers may not deliver or mail early ballots to persons who have not requested them, except for voters on the permanent early voting list.

• Makes it a class 5 felony for an election officer who knowingly violates the requirement to deliver early ballots only upon request.

• Applies to elections conducted under section 16-409 or article 8.1 of the Arizona Revised Statutes, in addition to standard early ballot requests under section 16-542.

• Preserves existing early ballot request procedures, including the 93-day advance request window, identification requirements, and expedited processing for requests made within 27 days of an election.
