Amends Arizona election law to require interim election officer certificates issued before August 1 of general election years and establishes a system for credentialing international observers to observe statewide and federal elections.

Modifies early voting procedures to require county recorders to establish on-site early voting locations and allows immediate ballot tabulation for early ballots cast in person with proper identification, eliminating the signature verification requirement for those ballots.

Changes election day deadline for in-person early voting from Friday to Monday preceding the election and allows county recorders to update voter registration information at early voting locations.

Increases electronic ballot tabulating system logic and accuracy testing window from 7 to 10 days before early voting and specifies e-pollbook hardware and software standards including encryption and audit log requirements.

Appropriates $100,000 in each of fiscal years 2021-2022 and 2022-2023 to the secretary of state for risk-limiting audit grants and allows officers in charge of elections to conduct risk-limiting audits instead of hand count audits for the 2022 general election.
