Removes the cure period allowing voters to correct signature discrepancies on early ballots; instead requires county recorders to segregate ballots with inconsistent signatures for further review without allowing correction.

Maintains existing civil penalties for candidates and political committees that fail to timely submit permanent early voting list request forms to the appropriate political subdivision.
