Amends voter registration cancellation procedures to establish a nonpublic database of deceased persons maintained by the Secretary of State for use by county recorders to cancel registrations of deceased voters.

Allows legislative committees written access to deceased voter records to confirm the cancellation process, while maintaining public records restrictions.

Authorizes county recorders to compare death records with county voter registration databases in addition to the Secretary of State comparing records with the statewide database.

Modifies the definition of "electioneering" within the 75-foot polling place limit to clarify that it includes verbal expression or wearing, displaying, or carrying items that express support for or opposition to candidates, ballot questions, or political parties.
